Health care funding in Governor Shapiro’s FY 2026-27 proposed budget rises in several major areas, especially Medicaid managed care, the Community HealthChoices program, mental health, and children’s coverage. But much of that increase reflects higher costs and enrollment growth, while several smaller programs are reduced or eliminated. With Pennsylvania already facing fiscal pressure and the budget projecting more than $20 billion in lost federal Medicaid funding over the next decade, these choices highlight the need for sustainable revenue to protect access to care.
