The updated analysis finds that Pennsylvania’s enacted 2026–27 adequacy funding is being directed where it is needed most, with districts serving the highest shares of low-income, Black, and Hispanic students receiving the largest reductions in their adequacy gaps. While significant funding disparities remain, the new investments make the greatest progress in the highest-need districts, showing that the adequacy formula is targeting communities furthest from constitutional adequacy. Overall, the enacted budget continues Pennsylvania’s progress toward narrowing longstanding funding inequities, but sustained investments will still be necessary to fully close the remaining adequacy gap.
