Transit in Shapiro’s FY 2026–27 Proposed Budget: What Changes, What Is Essentially Flat, and What Is Cut

Governor Shapiro’s FY 2026–27 budget does not provide a major immediate transit funding solution this year, but it does propose a new and ongoing transfer to the Public Transportation Trust Fund beginning in FY 2027–28. In the short term, the proposal largely maintains the existing funding structure, increases some operating-related line items, holds some lines flat, and cuts Asset Improvement sharply. But because transit agencies are already facing serious funding pressures, the proposed funding for this fiscal year may not be enough to prevent service cuts, fare increases, or other consequences without additional state action.
