The Working Pennsylvanians Tax Credit (WPTC), created in Pennsylvania’s 2025–26 budget and signed on November 12, 2025, is a brand new state Earned Income Tax Credit and is set at 10% of a filer’s federal EITC. This is a people-first tax policy that lowers costs for working families and affirms a broader commitment to building a more just tax system.
With roughly 802,000 Pennsylvania households receiving more than $2 billion in federal EITC benefits in tax year 2023, the WPTC could deliver about $200 million annually to working families. Because eligibility mirrors the federal EITC and the credit is refundable, it is designed to reach low- and moderate-income workers and provide some much needed relief.
